Town of Boone
Home to Appalachian State University. 21 zoning district codes. Neighborhood Conservation Districts restrict occupancy near campus. Vacation rental permits required since 2021.

Watauga County
Governs unincorporated areas outside Boone, Blowing Rock, and other town limits. Includes the Foscoe-Grandfather corridor with its own zoning provisions.

What to Know
If your property address is in Watauga County but outside a town’s incorporated limits, county ordinances apply rather than town ordinances. This distinction matters significantly for STR permitting, building codes, and allowed uses. When in doubt, call the county planning department at (828) 265-8074.
Town of Blowing Rock
Straddles Watauga and Caldwell counties. One of the most restrictive STR policies in the High Country — short-term rentals permitted only in commercial zoning districts.

STR Note
Short-term rentals in Blowing Rock are only allowed in the Central Business, General Business, and Office-Institutional zoning districts. Residential zones do not permit STRs. Verify the specific zoning district of any Blowing Rock property before purchasing with STR intent.
Avery County & Banner Elk
Home to Banner Elk, Beech Mountain, and Linville. Sugar Mountain and Beech Mountain ski resorts drive strong STR demand. Avery County has multiple specialized ordinances including Mountain Ridge Protection.

Town of Banner Elk

Ashe County
Home to West Jefferson and the New River corridor. Important: Ashe County has no county-wide zoning in unincorporated areas — most rural land is subject only to state regulations and specific county ordinances, not traditional zoning districts. This creates significant flexibility for many buyers.

No County Zoning — What That Means
Unlike Watauga County, Ashe County does not have a county-wide zoning ordinance for unincorporated areas. This means land use outside towns like West Jefferson and Jefferson is governed by specific ordinances (subdivision, erosion control, watershed) rather than traditional zoning districts. For buyers evaluating rural Ashe County land, this is often a significant advantage for flexibility — but requires careful due diligence on specific applicable regulations.
